Purpose of this program:
To stimulate innovative approaches and pursue goals to invest in research and development on technologies important to both defense and commercial application; to integrate the defense and commercial industrial bases; and to access the commercial capabilities for military systems with the objective of producing major improvements in development cycle time, product quality and affordability thus strengthening U.S. industry's competitiveness in the world market.
